Does the new Lumix S1 outperform GH5S? At ISO25,600

Is the full-frame Panasonic Lumix S1 a better low-light camera than the GH5S? Griffin Hammond has conducted an ISO test between these three Panasonic cameras—GH5, GH5S and S1.

After reviewing the footage, these are the top ISO settings I'm comfortable shooting with on each camera:

GH5 ISO1600
GH5S ISO12800
S1 ISO25600
